I am doing this because nobody represents my best interest in this matter. I am entirely alone in that. I am doing this because not doing it is unthinkable to me.
## What This Activity Is
I am a current resident documenting conditions that affect me directly. I am an HOA member who has spent years attempting to obtain documents I have a statutory right to possess: my own Bylaws, the contracts my Association has signed, and my own financial ledger of assessments, fines, fees, penalties, and liens.
I am building and operating civic infrastructure — a practical arrangement that allows people with recognized affected standing to find one another, document conditions, and participate in discussions where their standing matches the matter being discussed.
This activity consists of speech, publication, correspondence, documentation, and association. These are not extraordinary acts. They are the most ordinary functions of civic life.
## What This Activity Is Not
This is not a business. There is no revenue, no service offered for compensation, no commercial purpose of any kind. This work creates expenses. It does not generate income.
This is not an organization. There is no charter, no founding document, no membership corporation, no board of directors, no staff, no budget, and no institutional structure of any kind.
This is not an authority. There is no enforcement arm, no ability to compel participation, no power to issue penalties, no capacity to speak on behalf of anyone who has not chosen to speak for themselves.
This is not a platform competing with any other platform. No one is being prevented from speaking elsewhere. No one is being told to abandon any court, agency, public meeting, newspaper, church, campaign, or social network. This infrastructure simply refuses to treat every form of speech, status, interest, and opinion as interchangeable inside the same forum.
This is not censorship. The purpose is not to silence anyone. The purpose is to keep each discussion matched to the standing it requires.
## The Legal Ground
I do not assert that this activity is protected because it is "free speech," though it is. The deeper ground is simpler: a current resident documenting local conditions that affect them directly is the most ordinary civic activity that exists. It requires no license. It requires no permit. It requires no authority's approval.
The individuals I document are not private persons. They are Board members who accepted fiduciary duties over other people's money and property. Illinois law is specific about what those duties require, and specific about what constitutes a breach. The public record is the appropriate place for documented breaches of fiduciary duty to exist.
I have no enforcement authority. I am not asking a court to act on my behalf in this statement. I am not making legal claims in this statement. I am establishing, in plain terms, what I am doing and why.
I can be sued. Anyone can be sued for anything. A frivolous lawsuit is not a refutation of the underlying activity. It is an attempt to make the cost of the activity exceed the capacity of the person conducting it. That is a recognized tactic. Naming it does not prevent it. It simply places it on the record, alongside everything else.
